Carr the gang czar
IN naming a gang czar for the city of Los Angeles, Mayor Antonio Villaraigosa has taken a necessary step toward coordinating efforts to fight the city’s entrenched street gangs. Now the real work begins. Namely, ensuring that Jeff Carr, a Washington, D.C., minister who begins in August, has all the tools and the support – from the Police Department, from the politicians, from the city’s leaders – he needs for success. Carr’s an unorthodox choice for the job as he comes from a ministry background, rather than law enforcement. He understands that fighting gangs is only partly about law enforcement. Perhaps the more important part is galvanizing the community, taking the fight against gang crime and culture to every street in the city.
